I do this with Neteller and it's very handy. It's reasonably safe, too, because you have to load the card, it doesn't offer open access to all of your money. I didn't realize PayPal paid cash back, though, so that's a plus.

I've also left the money in my PayPal account and used their bill paying service. That's quite useful.
